SECRETARY'S REPORT
August 28, 2011 – S.P.C.F.P.D. Station #3
President Bernie Mann called the annual meeting of the Pike Trails Ranches Improvement Association to order at 2:10 P.M. He asked all present to state their names and where they live and to be sure to sign in. 50 persons signed the sign in sheet, representing 29 property owners.
The minutes from the August 29, 2010 meeting were read. After a date typo was corrected, Peg Larson made the motion and Doug Mayotte seconded that they be approved. No one objected. The Treasurer's Report was read. There is a balance of $16,188.84 in the checking account as of this date. The motion to approve was made, seconded and was unanimously approved. A detailed report is available for review upon request. We have not yet received the bill for the gravel deliveries. There are a total of 149 landowners.
Old Business:
Doe Drive was repaired as planned last year. A 36 feet long 24inch diameter culvert was placed. Bernie added more gravel to the area this year as well.
Jon Klima reported fish were placed in the ponds this year evenly divided between the upper and lower ponds. He states that there is lots of weed material in both ponds, making it difficult to fish. Bernie tried to remove weeds with the backhoe and dug along the edges, and also worked 4-5 hours with the pond rake. Dave Magee also did some weed removal. Bernie says that we have the special rake donated several years ago by Dave Tilton that is available for use by volunteers. Doug Mayotte mentioned putting chemicals in the pond in 1998 that killed the weeds, and asked about grass carp. We tried grass carp once before without success. It was decided to have the board work on ways to treat the ponds. Jon said at this point people should feel free to keep the fish they catch rather than release them as they probably wouldn't winter well.
New Business:
Bernie states that Skyhawk was officially named early this year, with all legal changes made. We no longer have 2 Hawk Lanes.
Bernie made an impassioned plea for people to be considerate of others, with regard to driving slowly near walkers, horses, or bikes, and with regard to having control of your animals. It is not fair to have dogs running loose bothering other home owners. If you have a problem with a neighbor's animals please talk to them to try to settle. Please always ask before going on another person's property- do not trespass! Comments were submitted by Larry Lepage and these were read aloud. Please be understanding if accidents happen, but mostly, just be considerate of others.
This is an election year. Bernie declined to run for President of the association for another term. Nominations were opened, and Bill Harper and Dick Horne were nominated. After nominations were closed they left the room, voting was done, and Bill Harper being elected as President.
Dick Horne was nominated for 1 st Vice President, and with no other nominations he was elected by acclimation.
Jon Klima was nominated for 2 nd Vice President, and with no other nominations he was elected by acclimation as well.
Kathy Mikesell was nominated for 3 rd Vice President, as was Anne Erickson. After nominations were closed they left the room, voting was done, and Kathy Mikesell was elected as 3 rd Vice President.
Mary Maxson was nominated for Secretary/Treasurer, and with no other nominations she was elected by acclimation.
Roads: Bernie has ordered additional gravel for the roads which has yet to be delivered. It was brought up that perhaps grading should be done on a more regular basis, perhaps monthly. If there is a grader operator this would certainly be an option, taking into account the cost of grader fuel and upkeep from the additional wear and tear. This matter will be discussed by the new Board. Mary brought up the idea of having a stipend for volunteer snow plowers this winter. This was done once before, since volunteers often have considerable expense for their vehicles. Doug Mayotte brought up the idea of having a line item in the budget for a minimum of $500 to be paid at the Board's discretion. Discussion was held, with some thinking that the entire matter should be left to the Board as it was in the past. The motion was voted upon, and passed with the result that at least $500 will be placed in the budget to be paid to volunteers should the need arise, and that this fund can be carried over year to year if not needed. Diane brought up the fact that Bernie has never been paid for his time doing the grading or backhoe work done on behalf of Pike Trails. He was given a round of applause with the thanks of all.
Speeding: Speeding remains a big problem, both for safety reasons and with regard to what speeding does to the condition of the roads. If un-posted the speed limits on County Roads in 40 mph, and on private roads it is 30 mph. Please do not drive on the roads as though you are on a speedway or even a paved street.
Work Day: It was decided to have a work day on 9/11, meeting at Station 3 at 1000. Road signs need to be repainted, some snow fences need repairing, and trash can be picked up on Pike Trails' roads and on Co Rd 88.
Doug Mayotte has the original maps plotted for Pike Trails, and will get these to Bill Harper. Bernie will be providing Bill with all the materials he has, too.
Dave Tilton mentioned that the Fire Auxiliary is still selling reflective street address signs, $15 for one sided, and $20 for 2-sided signs. He mentioned street address signs will soon be required.
The meeting was adjourned at 3:50pm.
